[HIVE-11062] Remove Exception stacktrace from Log.info when ACL is not supported.

Description

When logging set to info, Extended ACL Enabled and the file system does not support ACL, there are a lot of Exception stack trace in the log file. Although it is benign, it can easily make users frustrated. We should set the level to show the Exception in debug.
