DataNode fails to start in secure mode when dfs.http.policy equals to HTTP_ONLY

    Description

      DataNode fails to start when dfs.http.policy is set to HTTP_ONLY. This is because that the sanity checks in HttpServer.Builder do not match the behavior in secureMain in DataNode, therefore DataNode cannot start the HTTP server and bail out.
