HDFS Tests that use ShellCommandFencer are broken on Windows

    Description

      The following tests use the POSIX true/false commands which are not available on Windows.

      1. TestDFSHAAdmin
      2. TestDFSHAAdminMiniCluster
      3. TestNodeFencer

      Additionally, ShellCommandFencer has a hard-coded dependency on bash (also documented at https://hadoop.apache.org/docs/r2.0.3-alpha/hadoop-yarn/hadoop-yarn-site/HDFSHighAvailabilityWithQJM.html).
