[HDFS-454] HDFS workflow in JIRA does not match MAPREDUCE, HADOOP

Description

It seems as though the "workflow scheme" or "screens," etc, for HDFS are not the same as those applied to HADOOP and MAPREDUCE. In particular, there is no "Release Notes" field on the New Feature screen (either "create new issue" or "edit").
