Short circuit read mechanism enabled in ~~HDFS-2246~~ will stop working with this change. Hence this jira is marked incompatible. Please set "dfs.client.use.legacy.blockreader.local" to true in the configuration file to enable the ~~HDFS-2246~~ short circuit mechanism back.

Description

Some users might want to use the legacy block reader, because it is available on Windows, whereas the secure solution has not yet been implemented there. As described in the mailing list discussion, let's enable this.
