[HDFS-3316] jsvc should be listed as a dependency for "package" and "bin-package"

Description

The dependency on jsvc of targets "package" and "bin-package" would be much clearer if made explicit, as in the proposed patch. (However, the larger issue of HADOOP-8364 should be addressed first.)
