Bump LAST_UPGRADABLE_LAYOUT_VERSION to -16

      Upgrade from Hadoop versions earlier than 0.18 is not supported as of 2.0. To upgrade from an earlier release, first upgrade to 0.18, and then upgrade again from there.

      Description

      LAST_UPGRADABLE_LAYOUT_VERSION is currently -7, which corresponds to Hadoop 0.14. How about we bump it to -16, which corresponds to Hadoop 0.18?

      I don't think many people are using releases older than v0.18, and those who are probably want to upgrade to the latest stable release (v1.0). To upgrade to eg 0.23 they can still upgrade to v1.0 first and then upgrade again from there.
