HA: IllegalStateException during standby startup in getCurSegmentTxId

    Description

      During standby restarts, a new routine getTransactionsSinceLastLogRoll() has been introduced for metrics which is calling getCurSegmentTxId(). checkstate() in getCurSegmentTxId() assumes that log is opened for writing and this is not the case in standby.
