Description

After HDFS-1073, there is no reason to couple the failure state of edits dirs and image dirs. However, there is still a small amount of coupling in that image dirs are restored only when edits are rolled. This is not problematic, and mirrors the old behavior, but we could do better now – eg provide an interfaces for ops to monitor and manually manage image dir states at any point in time.

This is targeted to be fixed after HDFS-1073 is merged.
