In federation, a tool is needed to list multiple namenodes, backup nodes and secondary namenodes configured in
hdfs-site.xml.

1. List of namenodes will be used by the decommissioning tool to start decom in all the namenodes configured in the
   cluster.
2. include and exclude file configuration to be used by decommissioning tool.
3. List of namenodes, backup nodes and secondary namenodes will be used by startup and stop scripts to start appropriate
   type of server on the corresponding nodes.
