RBF: Support cluster level SBN read switch in Router-Based Federation

    Description

      it will add a cluster-level Observer read switch. it will determine which clusters support observer read and which do not. 

      when multiple clusters need to be updated in sequence to support SBN, it requires a switch to control the range of supported cluster.
