[HDFS-15481] Ordered snapshot deletion: garbage collect deleted snapshots

Description

When the earliest snapshot is actually deleted, if the subsequent snapshots are already marked as deleted, the subsequent snapshots can be also actually removed from the file system. In this JIRA, we implement a mechanism to garbage collect these snapshots.
