Reduce dev. cycle time by moving system testing artifacts from default build and push to maven for HDFS

    Description

      The current build always generates system testing artifacts and pushes them to Maven. Most developers have no need for these artifacts and no users need them.

      Also, fault injection tests seems to be running multiple times which increases the length of testing.
