Description

The ZKDelegationTokenSecretManager couldn't remove the expired DTs on the Zookeeper as expected when restart the Router in the absence of invoking the method ` ZKDelegationTokenSecretManager#cancelToken`.

This case will cause many stale DTs leave on the Zookeeper . Maybe cause the performance problem of the Router.

I think this is a bug and should be resolved in the latter. Is it Right?
