    Description

      The current pluggable block placement policy interface (https://issues.apache.org/jira/browse/HDFS-385) sets the policy globally. I propose to have this interface be extended to allow setting the policy on a file-level basis. For example, there may be cases where certain files may simply need the default policy and certain other files need more complex block placement policies.
