hdfs dfsadmin [-upgrade [query | finalize]
1. -upgrade query gives the upgradeStatus
2. -upgrade finalize is equivalent to -finalizeUpgrade.

Description

When we do upgrade on a Namenode (non rollingUpgrade), we should be able to query whether the upgrade has been finalized or not.
