Description

First of all: All the licence headers are handled well on this branch.

Unfortunatelly maven don't know it. If the project is built without -P hdsl. The rat exclude rules in the hdsl/cblock/ozone projects are not used as these projects are not used as maven project they are handled as static files.

The solutions is:
1. Instead proper exclude I added the licence headers to some test file
2. I added an additional exclude to the root pom.xml
