Description

According to the merge disucssion at hdfs-dev/hadoop-dev list it would be easier to review/maintain hdsl/ozone code if it would be:

1. separated from hadoop-hdfs/hadoop-common
2. would be more structured

This jira is about moving out all the hdsl/ozone code to separated maven projects.
