Description

Per discussion in HDFS-12489 to reduce the verbosity of logs when exception happens, lets add logger to Shell.java and move error stack traces to DEBUG level.

And to track the execution time of oz commands, when logger is added, lets add a debug log to print the total time a command execution spent.
