Disable flaky TestDFSStripedOutputStreamWithFailure

    Description

      Some subset of TestDFSStripedOutputStreamWithFailure tests almost always fail in test-patch runs. Since its failure is no longer seen as a blocker for commit, it should be disabled until it is more reliable.
