TestGetBlocks.getBlocksWithException() ignores datanode and size parameters.

    Description

      TestGetBlocks.getBlocksWithException() has 3 parameters, but uses only one. So whatever callers think they pass in, it is ignored.
      Looks like we should change it to use the parameters, but I am not sure how this will affect the test.
