Description

Found one setting of diskbalancer that its default vaule is different in xml file and config class. The following is the compared result that ran by TestHdfsConfigFields.

  XML Value:    10
  Config Name:  DFS_DISK_BALANCER_BLOCK_TOLERANCE_DEFAULT
  Config Value: 5
