Description

DataStreamer#createBlockOutputStream and DataStreamer#transfer shared much boilerplate code. ~~HDFS-10609~~ refactored the transfer method into a StreamerStreams class. The createBlockOutputStream method should reuse the class to de-dup code and to improve code clarity.
