Add histograms for FSNamesystemLock Metrics

    Description

      It could be useful to have full histograms for how long operations are holding the namesystem lock in addition to just rate information. This will, however, be a large number of emitted metrics and likely require more coordination, so it may be best to have this be separately configurable from more simple namesystem lock metrics.
