reproduction steps:
1. hdfs diskbalancer -plan xxx.xx(host name of datanode)
2. If plan json is created successfully, run
hdfs diskbalancer -report -node xxx.xx
the output info is here:

vol.getPath() returns null in ReportCommand#handleTopReport
