Description

HDFS-9945 added a new dfsadmin command -evictWriters, which is great.
However I noticed typing dfs dfsadmin does not show a command line help summary. It is shown only when I type dfs dfsadmin -help.

Also, it would be great to document it in HDFS Commands Guide.
