[hsync] Combine WriteData and PutBlock requests into one

    Description

      Ozone's write path involves sending two separate messages WriteData and PutBlock. For hsync we'd like to combine them and use one message instead. This should drastically reduce hsync latency which is crucial for HBase WAL.
