[HDDS-6993] [Multi-Tenant] Set QuotaInBytes and QuotaInNamespace during Tenant Create

Description

During tenant creation, the fields quotaInBytes and quotaInNamespace are not set. Hence during SetQuota request, we have this error. 

ozone sh volume setquota --quota=10 tenttwo

Error:

Volume tenttwo is created before version 1.1.0, usedNamespace may be inaccurate and it is not recommended to enable quota.

Invalid values for quota : counts quota is :-2.
