[HDDS-6568] Consider running tasks when getting datanode queued command counts

Description

In HDDS-6554 it was pointed out that we are not counting running tasks in the queue command count for commands which have a thread pool (eg DeleteContainerCommandHandler). We should investigate if we can add running commands to the queue count to return the true number of commands on the DN.
