Description

ReplicationManager processes all containers in the system periodically, but it does not log or publish any metrics around the health of the containers. Eg how many are under or over replicated, unhealthy, stuck in quasi-closed etc.

We should count up the number in each state and report it via the metrics to give better insight about the state of the cluster.
