Major Description
As NodeManager/SCMNodeManager is the one who handles the lifecycle and also the one who maintains the current state of a node/datanode in SCM, Node2ContainerMap and Node2PipelineMap should be maintained by NodeManager. Other components in SCM should query NodeManager to get this info. It will make the code look cleaner and easy to maintain.
