Ensure disk checker also scans the ratis log disks periodically

    Description

      Ratis log disks if configured separately from Hdds disks, need to be scanned periodically like Hdds volumes and reported back to SCM. A datanode with no healthy ratis log disk should not participate in pipeline allocation.

      Similarly, a datandoe with low ratis log volume space should not be considered for new pipeline allocation.
