Description

Using changes from HDDS-4141 and HDDS-3829, we can finish the OM finalization logic by implementing the Ratis request to Finalize.

On the server side, this finalize command should update the internal Upgrade state to "Finalized". This operation can be a No-Op if there are no layout changes across an upgrade.
