Description

HDDS-1383 introduced new project skeleton for in-place upgrade to make it easier for external contributors to start the work. This effort seems to be postponed. To avoid confusion I propose to remove the skeleton (and ozone upgrade CLI !!!!) which can be restored on a feature branch when the in-place upgrade implementation is started.
