Description

Ozone should support Label, tag or group feature, then we can put key into a pipeline of specify datanode group. For the under replicated container replica, it should chooseDatanodes within a same datanode group too.

With this feature, we can put specify key into specify datanode group, for example, we have 100 new datanodes join the exist ozone cluster, so we want to put some test dataset into these datanode. Another side, we don't want to let important data store to the new coming datanode.
