Description

This Jira is to use getPropertiesByPrefix that match with "ozone.om.ratis" and set them during ratisServer creation in OzoneManager.

Advantages:

1. We can use ratis properties directly, don't need to create corresponding ozone config.
2. When new properties are added in ratis server, we can set them and use them without any ozone code changes.
