[HDDS-2287] Move ozone source code to apache/hadoop-ozone from apache/hadoop

This issue is created to use the assigned number for any technical commits to make it easy to follow the root reason of the commit...

 

As discussed and voted on the mailing lists, Apache Hadoop Ozone source code will be removed from the hadoop trunk and stored in a separated repository.
