Description
Today HDDS containers are constructed when data is written to a data node. But with upgrade of HDFS blocks, the data is already present in the HDFS data nodes. This JIRA proposes that we create a new "HDFS containers" that can be instructed to make hard links to existing HDFS data and send in container reports to SCM.
