determine HIVE_CONF_DIR in hive-config.sh based on rpm or tar ball installs

      Description

      currently hive-config.sh sets HIVE_CONF_DIR to HIVE_HOME/conf which will be /usr/conf in case of rpm's. We should check if the "/etc/hcatalog/hcat-env.sh" file exists and if it does use '/etc/hcatalog' and if not then use HIVE_HOME/conf as the conf dir
