      Description

      In tests, RS logs contain a lot of the following because of RegionOpeningException or RegionMovedException.

        Making this qos thingy trace level.

        qos is wonky; we do stuff in here, get an exception, mark the priority 'normal' because exception, then we go into the server and get same exception... double work. Need to remove qos and do as elliott says and just let client say what the priority is... TODO.

        This'll do on this issue for now.
