[HBASE-8166] Avoid writing the memstoreTS into HFiles when possible

See discussion in HBASE-8151.
Upon compaction we can check all the involved HFiles. If all of them have a MAX_MEMSTORE_TS < the smallest scannner readpoint, we create a writer that does not write the memstoreTS.
