[HBASE-4940] hadoop-metrics.properties can include configuration of the "rest" context for ganglia

Description

It appears from hadoop-metrics.properties that configuration for rest context is missing. It would be good if we add the rest context and commented out them, if anyone is using rest-server and if they want to monitor using ganglia context then they can uncomment the rest context and use them for rest-server monitoring using ganglia.
