Description

Mockito 2.28.2 is release May 29, 2019, which is very old now. Let's upgrade to the latest 4.x version, as mockito 5.0.0 requires java 11, which is not suitable for us.

Need to backport this to branch-2.5 as we face https://issues.apache.org/jira/browse/HBASE-28944 w/o this.
