[HBASE-27601] The release script will fail if we run publish-dist step separately

Description

Because of can not find CHANGES.md and RELEASENOTES.md in the parent directory. For 3.0.0+, we will not include CHANGES.md and RELEASENOTES.md in git repo so the solution is to mv it to parent directory and let later step to use it, but if we execute publish-dist separately, the solution can not work.
