[HBASE-26896] list_quota_snapshots fails with ‘ERROR NameError: uninitialized constant Shell::Commands::ListQuotaSnapshots::TABLE’

Description

The list_quota_snapshots command fails with 

ERROR NameError: uninitialized constant Shell::Commands::ListQuotaSnapshots::TABLE

regardless of the parameters it's called with.

Apparently, it used to work in HBase 2.2.

I don't know enough about Ruby to tell why it used to work, and what broke this exactly,  but using qualified constants fixes the problem.
