Description

Looks like Hadoop 3.1 went EOL back in June. I can't find a formal announcement, but "[VOTE] Hadoop 3.1.x EOL" passed and HADOOP-17759 removed 3.1 from their active downloads page and the asf active distribution mirroring.

We should update our minimum testing version to 3.2 and update the hadoop dependency matrix to reflect this change.
