[HBASE-25620] Increase timeout value for pre commit

Description

A full jdk8 build on our pre commit machines still can not finish within 7 hours after upgrading to the newest jdk8. Let's increase the timeout value for now.

Later we could see if it is possible to make the tests run faster, by set reuseForks to true or something.
