[HBASE-24670] KeyPrefix related split policies should extends SteppingSplitPolicy

Description

Currently the KeyPrefixRegionSplitPolicy and DelimitedKeyPrefixRegionSplitPolicy are extends IncreasingToUpperBoundRegionSplitPolicy, since we had changed the default split policy as SteppingSplitPolicy, I think it is better to change them to extends SteppingSplitPolicy too.
