[HBASE-24569] Get hostAndWeights in addition using localhost if it is null in local mode

Description

In local mode, regionserver use pcname as hostname, but the blockLocation returned by filesystem use localhost as hostname, it cause mismatch when we get hostAndWeight from hostAndWeights.
