[HBASE-24530] Introduce a split policy similar with SteppingSplitPolicy but count all store size

Description

SteppingSplitPolicy decide whether split by max store size, if there are several column families and write evenly, then the region will grows very big.
 
In this case, count by all store size would be a better choise.
